Increase the population of common quail. Payments to farmers for crop damage and to maintain winter stubble. Banning the release of Japenese quail. Enforcement of bag size limits. Management and restoration of breeding and staging habitats. Enforcement of hunting season that prevents hunting during the breeding period.
